HOA won't approve any permanent EV install in our detached garage — options?
Our HOA president has made it pretty clear he's not a fan of EVs and he's been blocking anything he considers a "permanent modification" to detached garages, even though those garages are owned outright by us, not common property. I've tried to reason with him about it being inside a garage, not visible from the street, nothing structural, and he's not budging.
Here's the thing though — the previous owner already had a 240V outlet put in that garage years ago for a shop tool, table saw or something similar from what I can tell. It's just sitting there unused now. Can I just plug a portable Level 2 charger into that existing outlet without touching anything else? Would that even count as an "installation" the way the HOA seems to define it, or am I in the clear since nothing new is being added to the structure?

From a contractor's view, plugging a portable unit into an outlet that's already there isn't installing anything, you're not adding wiring, boxes, or anything permanent. HOA rules about 'permanent modification' usually target actual construction, not what you plug into an existing receptacle.

Before you plug anything in, get an electrician to actually verify that old outlet. Shop tool circuits aren't always sized or wired for the sustained load of EV charging, table saws pull power in short bursts, an EV charger pulls steady current for hours. Different demands on the same wiring.
Good call, wasn't even thinking about that angle, I'll have someone check the breaker and wiring before I plug anything in.

Heard of a couple HOAs softening their stance after residents brought up their state's EV-charging-friendly laws at a board meeting. Might be worth raising even separately from the outlet question, could make future stuff easier too.
